Shelbyville, KY – Shelby County Public Schools is pleased to announce the appointment of Stephanie Barrows as the district’s new Director of Exceptional Children Services. With 16 years of experience in special education, Stephanie brings a wealth of knowledge and a deep commitment to student success that will help shape the future of the district’s programs for students with disabilities.
In her new role, Barrows will oversee all special education services for students ages 3 to 21, ensuring that the district’s programs align with state and federal regulations, including the Individuals with Disabilities Education Act (IDEA). Her duties will include formulating objectives for special education, evaluating goals and program effectiveness, and collaborating with the Assistant Superintendent for Curriculum, Instruction and Assessment, and school principals to meet the needs of students with disabilities.

Barrows’s career in education began in her hometown of Eminence, KY, where she worked as a high school special education teacher and volleyball coach. Throughout her career, she has worked in various capacities, including as a district instructional coach for special education and as the assistant director of special education for Franklin County Schools. These roles have allowed her to build inclusive, dynamic learning environments and establish systems to empower teachers, which led to improved student outcomes, including increased graduation rates.
As Director of Exceptional Children Services of SCPS, Barrows will oversee the development and implementation of policies and procedures to maintain compliance with educational regulations for students with disabilities. She will also play a key role in recruitment and professional development, ensuring that teachers are equipped with the tools needed to help all students succeed.
“I want to contribute to making our schools a place where every student feels supported, valued, and capable of achieving great things,” Barrows said. “My goal is to create an environment where teachers feel confident and empowered, and where students not only reach their goals but exceed them. When teachers are equipped and students are succeeding, everyone benefits.”
